Microsoft investigates sudden Windows activation problems on upgraded PCs

According to a Microsoft support page, the activation issue affects users who upgraded from Windows 10 Home or Pro to Windows 11 using the Media Creation Tool or the Upgrade Assistant. The issue does not affect users who upgraded via Windows Update or the Windows Insider program.

Microsoft says the problem is due to a server-side issue that prevents activation servers from recognizing the digital license for updated devices. The company is investigating the root cause and expects to resolve the problem soon.

In the meantime, Microsoft advises users affected by the problem to wait 24 hours and then try activating Windows 11 again by going to Settings> Update & Security> Activation and selecting Troubleshoot. If the problem persists, users can contact Microsoft support for assistance.

Microsoft also assures users that the activation issue does not affect Windows 11 functionality and that they can continue to use their devices as normal. However, some users may see a watermark in the lower right corner of their screen that says “Activate Windows” and may not be able to access some personalization features.
